The EU withdrawal button (Directive 2023/2673): the complete merchant guide
Since 19 June 2026 every online store selling to EU consumers must offer an on-site withdrawal function. What Article 11a requires, who it applies to, national deadlines, fines, and how to comply on Shopify, WooCommerce or any platform.
The withdrawal button (formally the “withdrawal function”) is a new EU requirement: an always-visible way for consumers to cancel a distance purchase directly on the seller's website, introduced by Directive (EU) 2023/2673 as Article 11a of the Consumer Rights Directive 2011/83/EU. It applies in every EU member state since 19 June 2026.
What exactly is required
- A prominent function on the online interface — not a PDF buried in your returns policy. It must be continuously available during the whole 14-day withdrawal period and labelled with the statutory wording (e.g. “withdraw from contract here”; each member state prescribes its own exact words).
- A form where the consumer can identify the order and declare withdrawal in plain language, in their own language — without logging in.
- An immediate confirmation on a durable medium (in practice: email) with the date and content of the declaration.
- Records the seller can produce for a consumer-protection authority or court.
Who it applies to
Every business selling goods or services at a distance to consumers in the EU — regardless of where the business is registered or which platform it runs on. A US Shopify store shipping to Germany, an Estonian WooCommerce shop, a French custom-built boutique: all in scope. B2B-only sellers are out of scope; mixed stores are in scope for their consumer sales.
Deadlines: EU baseline + national enforcement
The directive has applied EU-wide since 19 June 2026. On top of that, member states run their own enforcement: Estonia, for example, makes the button explicitly mandatory in national law from 1 September 2026 (VÕS, supervised by the TTJA), and several authorities have announced inspections for the second half of 2026. What non-compliance costs
- The consumer's 14-day withdrawal window extends to up to 12 months + 14 days while the store is non-compliant.
- Under the Modernisation Directive 2019/2161, fines for widespread infringements can reach 4% of annual turnover in the affected member states — or at least €2 million where turnover is unknown.
- In Germany, competitors and associations can additionally send costly Abmahnungen (cease-and-desist letters).
