Finland implemented the EU withdrawal-button requirement (Directive (EU) 2023/2673, Article 11a of the Consumer Rights Directive) by amending the Consumer Protection Act (kuluttajansuojalaki), chapter 6 § 14a (Laki 31/2026). Since 19 June 2026, every online store selling to consumers in Finland must offer an on-site withdrawal function. Supervision belongs to the Finnish Competition and Consumer Authority (KKV) and the Consumer Ombudsman.
What the Finnish rule requires
- A clearly visible function — statutory wording “Peruuta sopimus tästä” — available throughout the shop.
- A short form the consumer can send without logging in.
- Confirmation on a durable medium (email) without undue delay, including the date and content of the declaration.
How KKV enforces
The Consumer Ombudsman can demand corrections, apply for a prohibition order backed by a conditional fine (uhkasakko), and for widespread infringements propose penalty fees. Under the EU-wide rules, maximum fines can reach 4% of annual turnover. KKV announced e-commerce sweeps for the second half of 2026 — and until the button is in place, a customer's 14-day window can stretch to 12 months + 14 days.
